Defect

Harbor Freight Tools (Harbor Freight) is recalling certain Holt Industries Deluxe Manual Fluid Extractor and Dispenser units with part number 56384. When the unit is in dispense mode, the pressure relief plug may fail and result in a build-up of excessive pressure.

Risk / consequence

Excessive pressure can cause the lid to suddenly detach, increasing the risk of injury.

Remedy

Harbor Freight will provide a replacement lid ring and pour spout cap with an integrated pressure relief valve, along with instructions, free of charge. Owner notification letters were mailed March 10, 2023. Owners may contact Harbor Freight customer service at 1-800-444-3353.

Chronology of events

  1. Dec 8, 2022

    On December 8, 2022, HFT implemented a stop sale to prevent any further sales of the product. On December 22, 2022, based on the multiple applications for which the product could be used (including multiple uses outside of automotive applications), HFT submitted its Initial Report to the Consumer Product Safety Commission (CPSC) under its Fast Track Recall Program. On January 4, 2023, HFT sent an additional reminder to its distribution chain that the products are subject to a stop sale. On January 23, 2023, HFT submitted its full report to the CPSC.

  2. Jan 31, 2023

    On January 30, 3023, CPSC informed HFT that the product “do[es] not fall within the matter jurisdiction of the Commission. Please forward all future correspondence on this matter to: NHTSA.” This letter precipitated this submission to NHTSA. HFT intends to submit a copy of CPSC’s letter to NHTSA. On January 31, 2023, HFT decided to submit a defect information report to NHTSA for this product consistent with CPSC’s instructions.
