Lift Threshold Warning Lights Insufficient

Volvo Bus Corporation (Volvo Bus) is recalling certain 2013-2021 9700 buses. The red beacon lighting on the Threshold Warning System (TWS) may not be bright enough. As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard number 403, "Platform Lift Systems."

Risk / consequence

Beacons that do not provide proper illumination may be less visible to wheelchair lift users, increasing the risk of injury.

Remedy

Prevost will replace the red beacons, free of charge. Owner letters were mailed September 16, 2024. Owners may contact Volvo Bus customer service at 1-866-870-2043. Volvo Bus number for this recall is SR24-81.

Chronology of events

1. Nov 21, 2023

   2023-11-21 Ricon informed Prevost that a non-compliance with FMVSS 403 has been discovered in certain “Threshold Warning System” kits sold to Prevost.

2. Dec 5, 2023

   2023-12-05 Internal Volvo investigation was opened to determine if the issue is potentially safety related or a non-compliance. Volvo considered the information included in Ricon’s Recall 23E091 when evaluating the existence of a potential non-compliance.

3. Dec 14, 2023

   2023-12-14 Case was presented on Volvo Product Safety Evaluation Committee (PSEC) to evaluate if there is a potential non-compliance issue. Decision made to raise the potential non-compliance issue to Volvo Product Safety Committee (PSC) for review and determination.

4. Dec 19, 2023

   2023-12-19 Case was presented to Volvo Product Safety Committee (PSC). It was concluded that there was a non-compliance and that a recall is needed.

5. Dec 22, 2023

   2023-12-22 Defect Information Report submitted to authorities. No warranty claims related to this issue. No field reports, incidents, accidents, injury, or fatality were reported.
